THE NEW YORK DECLARATION FOR REFUGEES AND MIGRANTS

At the high-level Summit for Refugees and Migrants on September 19, 2016 the UN General Assembly adopted a set of commitments to enhance the protection of refugees and migrants. These commitments are known as the New York Declaration for Refugees and Migrants.

At a time of unprecedented displacement, the New York Declaration is a milestone for global solidarity and refugee protection. The set of commitments agreed by all 193 UN Member States reflect an understanding that protecting those who are forced to flee, and supporting the countries that shelter them, are shared international responsibilities that must be borne more equitably and predictably

THE COMPREHENSIVE REFUGEE RESPONSE FRAMEWORK (CRRF) – ANNEX I

Annex I of the New York Declaration calls upon UNHCR to “develop and initiate” the Comprehensive Refugee Response Framework (CRRF) in particular situations, in close coordination with relevant States, other UN agencies, humanitarian and development actors including NGOs, the private sector, civil society, and refugees themselves.

Key elements of the CRRF and its objectives

The key elements for comprehensive responses to large movement of refugees are the following

  1. Rapid and well-supported reception and admission measures;
  2. Support for immediate and ongoing needs (e.g. protection, health, education);
  3. Assistance to national/local institutions and communities receiving refugees; and
  4. Expanded opportunities for durable solutions.

Annex I provides steps that can be taken by different actors under each of the four elements.

It is also important to note the four objectives of the CRRF, as laid out the New York Declaration:

  1. Ease pressure on host countries
  2. Enhance self-reliance of refugees 
  3. Expand access to third-country solutions
  4. Support conditions for return
