    But no one should be returned to Libya after being rescued at sea. Nowhere in Libya can be considered a safe port as the country continues to face intensifying conflict, and refugees continue to be at risk of human rights violations and arbitrary detention.

    Measures to protect public health, such as time-limited quarantine and health screening, are understandable. But States continue to have obligations under international law to rescue and provide a safe port to refugees and migrants in distress at sea

    Countries at forefront of receiving sea arrivals such as Malta need support. Solidarity must come from other States to share responsibility for hosting refugees after they have reached dry land. But numbers arriving are far lower than recent years. The situation is manageable.
