Working in partnership

UNHCR Rwanda maintains strong ties with the Government of Rwanda, the UN family, NGOs, development partners and donors.

In addition to its primary Government counterpart, the Ministry in charge of Emergency Management (MINEMA), UNHCR collaborates closely with the Ministry of Foreign Affairs, Directorate of Immigration/Emigration, and the National Refugee Committee.

To further strengthen our protection delivery, UNHCR is continuing to expand its collaboration and strategic partnership with key government institutions including the Ministry of Education, the Rwanda Education Board and the Rwanda National Police. The relationship with the District Authorities, particularly in the areas where refugee camps are located, will also continue to be strengthened with the aim of gradual integration of refugee services (such as education and health) into national systems.

Rwanda is among eight countries that have piloted the UN Delivering As One approach, in which UN system agencies work to capitalize on the strengths and comparative advantages of the different members of the UN family. In Rwanda, UNHCR coordinates the refugee response with MINEMA, ensuring overall protection and multisectoral assistance for all refugees. UNHCR also leads the One UN programme for return and reintegration of Rwandan returnees.
