Ukraine Situation: UNHCR Operational Update – September 2020
- The UNHCR Operational Update is published on a monthly basis and reads like a “newsletter”. It informs the reader about the protection and humanitarian activities that UNHCR and its NGO partners have implemented during that respective month. - In early 2020, UNHCR shared with the Ukrainian authorities a first set of comments on the Draft Law of Ukraine on Granting Protection to Foreigners and Stateless Persons (hereafter the Draft Law). On 22 April 2020, UNHCR received from the State Migration Service (SMS) a new version of the Draft Law, in relation to which UNHCR is providing the below additional observations and comments. The comments previously shared by UNHCR remain valid where the new version of the Draft Law received from the SMS does not incorporate the recommended changes to the provisions that were then reviewed. Improvements that had been introduced in the previous version of the Draft Law, with some of them highlighted by UNHCR in its comments, have regrettably been removed from the new version of the Draft Law. While UNHCR noted that the previous version of the Draft Law was generally in line with international refugee law and standards, even though further improvements of some of the provisions were needed, this is not the case anymore with the new version of the Draft Law. - Through extensive consultations with partners in 2017, UNHCR developed a Multi-Year, Multi-Partner Protection and Solutions Strategy for Ukraine. The strategy sets out UNHCR’s plan for engagement in Ukraine for a period of five years (2018-2022).

Thematic information on UNHCR Ukraine’s activities
- Since 2017 UNHCR in Ukraine has been supporting internally displaced and conflict-affected persons in eastern Ukraine through its Individual Protection Assistance Program (IPA) by utilizing cash as a modality on the Government-controlled side (GCA). In Ukraine, cash and in-kind assistance has been considered by aid recipients as being a more dignified method of providing humanitarian assistance. It also supports displaced and conflict-affected persons in finding longer-term solutions. Since 2017, 9,575 persons with specific needs have received ‘cash for protection’, including 2,116 beneficiaries in 2019. This report presents the results of a PDM conducted by UNHCR’s NGO partner Donbas SOS through phone interviews and explains the protection impact of this activity in 2019.
- UNHCR Ukraine has been providing legal assistance to internally displaced persons and other conflict-affected people as early as 2014. Legal assistance is an essential intervention since it provides the basis for accessing national protection systems and the evidence base for advocacy, including through judicial interventions. This is the first time that UNHCR Ukraine undertakes a PDM of its legal assistance Programme. It is considered as a pilot exercise, which could be expanded in 2020 to legal assistance provided to asylum-seekers and refugees and persons under UNHCR statelessness mandate.

UNHCR Ukraine Support at Checkpoints – November 2018

UNHCR Ukraine – GIZ QIP prospectus 2017
- During 2017, UNHCR implemented 24 GIZ-funded Quick Impact Projects (QIPs) in the government-controlled areas of eastern Ukraine. The projects were funded under the auspices of GIZ’s initiative strengthening social infrastructure for the absorption of internally displaced persons.
UNHCR Support to Community Centres – Evaluation Report 2018
- UNHCR Ukraine supported 86 communities to establish sustainable Community Centres in an effort to promote the protection and durable solutions for internally displaced persons from 2015 to 2017. This report contains a review of these Community Centres and compiles good practices, lessons learned and recommendations for UNHCR’s future engagement in sustainable Community Centre programmes in Ukraine.
