Communications, Events and Records
Corporate Communications Section
advances the organisation’s strategic and communications objectives through research, big data capture and analysis, insight sharing, consistent global strategic communications including UNHCR’s brand identity, and internal communications. We provide guidance on strategic communication planning, brand, inform Key Performance Indicator development and foster integrated working.
Digital Engagement Section
creates, builds, and promotes digital solutions for all UNHCR’s audiences including the public, partners, refugees, governments and colleagues to change the way UNHCR communicates and engages through digital technology and channels.
Global Communications Service (GCS)
generates and maintains media and public interest in the work of UNHCR, and coordinates proactive and reactive media relations by ensuring consistent, focused and strategic communications in line with UNHCR’s operational goals. The Head of Service is also the spokesperson for the High Commissioner.
Goodwill Ambassadors and High Profile Support
The global Goodwill Ambassador Programme harnesses the influence, visibility and networks of high profile individuals in order to leverage maximum impact for the fundraising, awareness-raising and advocacy objectives of UNHCR.
Public Outreach and Campaigns Section and Goodwill Ambassadors Section
manages UNHCR’s flagship events and advocacy campaigns including the Nansen Refugee Award project and ceremony, the #WithRefugees campaign, the annual campaign for World Refugee Day and the #IBelong Campaign to End Statelessness. The Goodwill Ambassador team is part of the section and amplifies all of the events and campaigns work as well as other projects throughout the organisation.
Records & Archives
maintains the institutional memory of UNHCR by supporting recordkeeping and leading the implementation of the electronic records management system e-SAFE. RAS also manages access to UNHCR's archives and is responsible for bulk reproduction services at HQ.
UNHCR Visitors' Centre
All year round, the Visitors' Centre organizes presentations and lectures for groups by appointment.
Emergency, Security, Procurement and Supply
Compliance & Risk Management
The Compliance and Risk Management Unit provides support in two functions: Compliance and Risk Management and Quality Assurance.
Emergency Services
The Emergency Services ensure effective, predictable and timely emergency preparedness and response.
Procurement Service
The Procurement Service - based in the Global Service Center, Budapest - is comprised of two sections in order to best support needs and demands in procurement of goods and services, identifying suppliers and establish contracts.
Security for Field Operations
Field Security Service (FSS) ensures that staff members operate as safely as possible by fostering awareness of security issues, ensuring preparedness, promoting understanding of UNHCR's operational context and policies, and reinforcing the ability to identify, weigh and manage risks.
Supply Management & Logistics
Supply Management Logistics Service is responsible for ensuring efficient and reliable delivery of assistance to UNHCR’s persons of concern and for providing support to UNHCR operations with Asset & Fleet Management and engineering services.

Financial Management
Financial Management is an essential part of the organizational management, which involves planning, organizing, controlling and monitoring financial resources in order to achieve organizational objectives.
Hyperion
Oracle Hyperion Planning is a web-based planning and budgeting solution. It is used in UNHCR to import, analyze, validate and approve budgets and, during the Annual Programme Review (APR), allowing the Bureaus to review APR submissions directly in Hyperion Planning. Additionally, administrators use Hyperion Planning for position budgeting management.
MSRP
MSRP is UNHCR’s integrated suite of applications covering Budgeting (Hyperion), Finance and Supply Chain Management (PeopleSoft), Treasury Management Systems (PeopleSoft), Partnership Management (proprietary) and Travel and Expense (PeopleSoft), among others.
Programme Budget Service
The main objectives of the Programme Budget Service (PBS) are the formulation of budgets, their defence before the Committees, the monitoring of and reporting on approved budgets, budget reallocation to meet evolving operational requirements, the improvement of budget management processes, policies and procedures, as well as the development and the maintenance of budget related IT systems.
UNHCR Committees on Contracts
The High Commissioner has established the Committee on Contracts at Headquarters and is authorized to establish Committees of Contracts at the regional and local levels. The High Commissioner has issued revised Rules and Procedures of the Committees on 28 March 2018 defining in particular the composition, the authority and the responsibility of such Committees.
UNHCR Financial Management Manual (Chapter 6)
The Manual serves as a ‘one-stop shop’ for staff in the field and headquarters by consolidating information on the key principles of financial management including policies, procedures and processes that will help to ensure the effective and efficient use of financial resources. It provides practical guidance on the processes and procedures and reflects recent changes in policies and instructions.
Partners, Donors and Coordination
Donor Relations and Resource Mobilisation Service
leads UNHCR efforts to maximize resources from governmental and intergovernmental donors. DRRM supports operations advising on relational and technical aspects, on pooled funding opportunities and inter-agency appeals. It supports the resource allocation process through funding analyses. It produces the Global Appeal and Global Report, supplementary appeals and other publications for donors and maintains the Global Focus website.
Implementing with Partners
Implementing with Partners are critical to achieving desired outcomes for refugees and persons of concern. Such partnership starts with early engagement in needs assessment, planning and project formulation, dialogue and negotiations, and is not limited to mere implementation of a project.
Partnership and Coordination
brings together two previously separate entities: the Inter-Agency Coordination Service (IACS) and the Partnership Section.
Private Sector Partnerships Service
Seeks and maintains strategic relations with private sector entities to identify financial resources and establish non-financial partnerships. Working together with Bureaux, operations, other communication stakeholders and National Partners, it promotes support and engagement with the general public.
