Working environment
Given the complexity in the region, refugee protection is impacted by national security concerns, especially due to the large border shared with Afghanistan. The National Refugee Law is largely aligned with international standards but implementation remains difficult due to dispersed administrative regulations. Resources to revitalise the labour market and social protection remain limited, hampering efforts to facilitate local refugee integration. The government has been forthcoming in its effort to improve protection environment but requires technical and material support.The office projects 1,500 new arrivals, bringing the total number of people of concern in 2018 to 3,500, nearly all coming from Afghanistan. UNHCR prepares for a possible influx of 10,000 Afghan refugees, primarily from the North-Eastern provinces. The total number of stateless persons in Tajikistan remains unknown, but UNHCR estimates the actual number to be even twice as high as the current number of registered persons, which is some 29,000.
UNHCR’s multi-year protection and solutions strategy will focus on strengthening national asylum system and emergency preparedness; achieving solutions for refugees, with an emphasis on local integration; reducing and preventing statelessness, strengthening the asylum system and emergency preparedness.
In addition, inter-agency partnerships will be leveraged to mainstream people of concern into existing partner programmes. These efforts will be made in the inter-agency context of National Development strategy, the 2016-20 UNDAF, the Development Coordination Council (DCC) and existing projects and programmes of key development partners. UNHCR will also support key NGO partners to mobilize resources independently.
Key priorities
UNHCR will focus on building the Government capacity, especially in ensuring access to asylum and subsequently access to all other rights, while also promoting protection space in case of emergencies. This includes technical and material support to improve legal framework, border management and asylum procedures. The Office has undertaken phased disengagement in providing individual assistance, health and education, and instead focus on livelihoods and integrating people of concern into social protection programmes through advocacy with relevant line ministries, civil society and the private sector.UNHCR will support a government-led country-wide exercise to resolve existing situations of statelessness, and support the Government in acceding to the Statelessness Conventions. Further, UNHCR will collaborate with the Government in developing and putting in place a statelessness determination procedure. UNHCR will work with the Government, UN agencies and other stakeholders to prevent statelessness through birth registration and the issuance of birth certificates to all children.
