Different groups in Nigeria resort to violence. The militant Islamist movement Boko Haram is active in northern Nigeria. Violence among ethnic groups, farmers, and herdsmen sometimes acquires religious overtones. A new generation of Niger Delta militants threatens war against the state. Government soldiers kill civilians indiscriminately. Police are notorious for extrajudicial murder.
	Flickr ECHO: Life after Boko Haram: Nigerian refugees in Niger Tens of thousands of Nigerians and migrants have fled to Niger following a string of attacks on villages and towns along the border. The government of Niger has declared a humanitarian emergency and has asked for help in setting up camps. The violence in north-east Nigeria has resulted in the displacement of 200 000 people to neighbouring countries – a majority of whom are in Niger – and over 1.5 million people in Nigeria itself. The European Commission's Humanitarian Aid and Civil Protection department (ECHO) funds urgently needed assistance, but needs are immense and access to people in need remains difficult. 	ACAPS: Nigeria country profile Over 14 million people are affected by conflict in northeast Nigeria and more than 10 million people are in need. A growing number of people are in urgent need of food assistance, with some of the worst affected areas possibly in Famine (IPC Phase 5). Alarming rates of acute malnutrition are emerging in Borno and Yobe and deaths as a result of SAM have been reported. Borno state is most affected: 4.5 million people are estimated to be in need of humanitarian assistance, and 4.1 million are food insecure. In Yobe and northern Adamawa, pockets of insecurity persist: 3.2 million people estimated to be in need in Yobe, including 2.3 million food insecure. 900,000 people in Adamawa are food insecure.
