Purpose
UNHCR started providing multipurpose cash assistance (MCAP) to vulnerable Syrian refugees in August 2014. As of March 2016, more than 20,000 households were receiving a monthly payment of $175 in order to help families meet their basic needs. UNHCR undertook a number of steps to analyze the effectiveness of the cash transfers and to assess how reliably and efficiently beneficiaries were accessing the assistance they were entitled to.
