Description
Disputes over land and other property are frequently among the root causes of conflict and displacement and can pose obstacles to return, reintegration and reconciliation. UNHCR CAR through its partnership agreement with the Norwegian Refugee Council endeavoured to address deprivation of HLP rights as part of its protection response during on-going displacement, possible secondary displacement, return and later recovery. Within the framework of its partnership with UNHCR, the Norwegian Refugee Council conducted researches for 4 weeks between August and September 2014 on Housing, Land and Property rights in three areas in CAR: Bangui (including the communes of Bimbo and Begoua; the prefectures of Kémo (mainly Sibut and surrounding villages) and Mambéré-Kadeï (mainly Carnot and surrounding villages).
