During a telephone interview with the DIRB, a official from the High Commission of the Federal Republic of Nigeria in Ottawa, explained that citizens of all other countries, with the exception of members of the Economic Community of West Africa (ECOWAS), have always required visas to enter Nigeria (28 Mar. 1994). She further stated that no visas are issued at Lagos airport or other ports of entry. An applicant has to apply for a visa at the High Commission of the Federal Republic of Nigeria in his or her country (ibid.).
