According to a representative of the Palestinian Information Centre in Washington, Palestinians who exited Saudi Arabia to study have to hold a visa or a residence permit that allows them to return (10 Dec. 1992). Without this requirement, it would be very difficult to return to Saudi Arabia and has been so especially since the Gulf War (Ibid.). A specialist on the Palestinian situation at the Political Science Department, McGill University, stated that since the Gulf War it has been very difficult for Palestinians to renew documents and work permits (10 Dec. 1992).
