According to an intelligence officer with Immigration Canada in Ottawa, persons carrying a Saudi Arabian passport are not required to obtain a Canadian visitor's visa prior to coming to Canada (3 Mar. 1994).
The source added that due to widespread passport counterfeiting and photo substitution by nationals of other countries, the Saudi government asked Canada to impose a visitor's visa requirement (ibid.). The source stated that Canada subsequently refused the request (ibid.).
