The Fundación Victimas de Guerra en Nicaragua (War Victims Foundation in Nicaragua) confirmed in a 14 May 1997 letter to the DIRB that they do not know of an association that brings together war veterans in Nicaragua. The letter states that although disperse initiatives exist, there is no national organization that coordinates war veterans' activities.

However, a representative of the Asociación Pedro Arauz Palacios (APAP, Pedro Arauz Palacios Association) provided the following information in a 13 June 1997 telephone interview. APAP is aware of an organization called the National Association of War Veterans of Nicaragua (ANVGNIC, Asociación Nacional de Veteranos de Guerra de Nicaragua), but stated that they do not have a formal affiliation with this organization. ANVGNIC is a recently formed association of ex-military personnel that is still at an early organizational stage. The group does not have official NGO status nor does it maintain a permanent office, but it is currently attempting to obtain funding from both the government and other NGOs that work in related sectors.

A representative of the Organización Revolucionaria de Descapacitados (ORD, Revolutionary Organization of the Disabled) stated a 13 June 1997 telephone interview that ANVGNIC is known to them. ORD is not affiliated to ANVGNIC, but has collaborated with ANVGNIC on various issues. ANVGNIC is coordinated by a Maj. Almendoza, an ex-combatant and war veteran, and has been sharing offices with Radio Sandino in Managua.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
