l) No specific information is currently available to the IRBDC which mentions any possible procedures. Attached is a section from a publication entitled Seige of the Sikhs which mentions allegations made against the police in the Punjab and the establishment of committees and human rights monitoring agencies in response. Note that this material cannot be corroborated by the IRBDC at the present time. Also attached is a report from India Today, dated 31 March 1989, which mentions that former Prime Minister Rajiv Gandhi offered a package of measures designed to improve the political situation in the Punjab, including the establishing of monitoring committees to supervise police activities and screen people's grievances against "police excesses". The current status of these committees is not currently available to the IRBDC.

2) No information on this, with the exception of information found in question number one, is currently available to the IRBDC.

3) No information is currently available to the IRBDC on either the All India Sikh Youth Federation or the Sikh Youth Federation.
