As discussed, a copy of the documents requested could not be found among the sources currently available to the DIRB. The on-line news services, National Library, National Archives and Library of Parliament did not have July 1992 copies of newspapers from St. John's, Newfoundland. The DIRB could not request that Newfoundland libraries or media conduct a search of journals covering the period in question.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
