In a 20 April 2004 telephone interview, the Guyana Police Force's (GPF's) Public Relations Officer provided the following information: There are a number of departments within the GPF and official documents may vary accordingly; however, all documents should have an authorized signature or a reference number. Letterheads for the GPF are produced mainly by a company called Guyana National Printers. Any documents produced on the letterhead would have an official identification number that could be traced for authenticity. Nevertheless, depending on which office produced the document and for what purpose, it is possible that a computer-generated letterhead could exist, although any such document would require a signature of authorization, some kind of reference number and perhaps the telephone number from the department it was issued.

For a decisive judgment as to whether the letterhead example sent to the Research Directorate was issued by the GPF, the public relations officer suggested that the Research Directorate send the Police Commissioner's office a copy of the original letter that should contain a signature of authorization, the department from which it was said to be issued and/or a reference number.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints.
