According to the attached 11 August 1995 facsimile sent to the DIRB by the Office français de protection des réfugiés et des apatrides (OFPRA), the French governmental organization responsible for the application of the 1951 Geneva Convention Relating to the Status of Refugees, any foreigner living in France can apply to OFPRA for refugee status under the terms of the Convention, even after living in France for more than a year. As for circumstances under which a person with temporary residence may become a "réfugié sur place", no information could be found among the sources consulted by the DIRB.
