The following information has been extracted from the December 1997 issue of the Travel Information Manual.
Belgium, Canada, Denmark, France, Germany, Greece and Switzerland required nationals of Turkey to possess visas unless they were holders of diplomatic, service or special passports (57, 84, 119, 143, 158, 165, 385). Belgium did not require visas from "nationals of Turkey holding normal passports, provided residing permanently in a Schengen state and holding evidence thereof (e.g. residence permit) which must be valid at least 4 months after arrival (57)." Canada required that the passport holders be "coming for official purposes" for the visa requirement to be waived (84).
Austria, Italy and the Netherlands required nationals of Turkey to possess visas unless they were holders of diplomatic or service passports (43, 207, 282). Austria did not require visas from "nationals of Turkey for a stay of max. 5 days provided holding residence permit for one of the Schengen countries. [Their] residence permit must be valid for at least 3 months after arrival (43)."
There is no mention of Turkish nationals being exempt from the requirement to obtain visas to travel to the United States in this time period (429-431).
The United Kingdom required Turkish nationals to possess visas "even when in direct airside transit" (420).
