In a 15 June 1999 e-mail to the Research Directorate, the IRB liaison of the Refugees Branch, Citizenship and Immigration Canada (CIC) in Ottawa stated that

Family Class sponsorships are all processed in Canada, so [the] sponsor would be informed by [the] mission in Colombo to submit [his/her] application to CPC [Case Processing Centre] in Canada. [The] mission would be responsible for processing/interviewing [the] sponsored Sri Lankan once they have been informed by CPC that [the] application to sponsor has been received.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
