In a telephone interview on 29 January 1996, the manager of the Oromo Horn of Africa Center in Berlin provided the following information. The Center is a nongovernmental organization that promotes the human rights in Germany of those from the Horn of Africa. The Union of Oromo Students in Europe, which supports the Oromo Liberation Front, has branches in European countries. The manager stated that the Russian branch has approximately 300 to 500 members, but was unsure how many members there are in the other CIS countries. The Moscow branch conducts information sessions to inform Russians about the situation of Oromos in Ethiopia, and also distributes material published in Berlin and Ethiopia. The Russian branch holds three or four meetings each year. The manager did not provide information on whether members of the Russian branch were involved in an incident at a Moscow conference on 17 May 1993 or in Murmansk in 1993.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
