Information on the general attitude toward homosexuals in Panama and on organizations that provide assistance to homosexuals could not be found among the sources consulted by the DIRB. The attached table from the ILGA Annual Report 1996 provides an overview of the legal status of homosexuality in various countries, including in Panama. The attached 1 December 1995 Reuters report refers to the opening of Panama's first AIDS centre. The attached 27 January 1996 Reuters report provides information on an AIDS conference held in Panama City.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
