Please find attached a 21 April 1995 facsimile sent to the DIRB by the Office français de protection des réfugiés et des apatrides (OFPRA) in Fontenay-sous-bois, which provides statistics and graphs indicating the number of asylum requests received by France from Syrian and Iraqi citizens, as well as the percentage of such claimants found to be convention refugees. The same facsimile stated that OFPRA's decisions are based on the provisions of the 1951 Geneva Convention on refugees.

Information on percentage of those claimants who failed to obtain refugee status but who were given asylum on humanitarian grounds could not be found among the sources consulted by the DIRB.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
