According to a facsimile sent to the DIRB from the Embassy of the Federal Republic of Yugoslavia in Ottawa on 22 November 1995:

Further to your question and your fax on October 16, 1995, it is my honour to inform you that a person who has found refuge out of Croatia in fall of 1991 and received a new passport of the Federal Republic of Yugoslavia while in abroad in 1993, did not and does not become a citizen of the Federal Republic of Yugoslavia automatically, nor did he, or does he have a right to a permanent residence there.

This person is continuing to be a citizen of the Republic of Croatia, where he used to live before he found refuge abroad.

For further information on this subject, please consult the attached facsimile sent to the DIRB from the Embassy of the Federal Republic of Yugoslavia in Ottawa on 31 October 1995. Please note that the first paragraph of that facsimile has been superseded by the above-quoted paragraph.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
