The following information, dated 15 October 2001, was provided to the Research Directorate by the secretary general of the Higher Council for Motherhood and Childhood in Yemen.
Abdoul Kareem I. Al-Arhabi, the Minister of Social Affairs and Labour, has replaced Mohammed A. Al-Buttani as the vice-chairman of the Higher Council for Motherhood and Childhood (HCMC).
The HCMC was established by virtue of the president's decree number 321 of 1999, thereby replacing the previous Yemeni Council for Motherhood and Childhood.
The titles of HCMC's leaders are as follows: the Chairman of the Council, office held by the Prime Minister; the Vice-Chairman, office held by the Minister of Social Affairs and Labour; the Technical Secretariat; the Secretary General; and the Assistant Secretary General.
HCMC's activities and responsibilities include:
– The establishment of general policy regarding motherhood and childhood affairs in all relevant fields;
– The adoption of projects aimed at offering care, protection and development in various fields including education, health, society, culture and information;
– The assessment of the implementation of the motherhood and childhood general policy and national plan in light of the reports submitted to HCMC by the relevant agencies;
– The issuance of resolutions, recommendations and guidelines based on these reports and the hosting of consolations for improving, developing and extending services and programmes;
– The provision of data, statistics and studies regarding motherhood and childhood issues and the evaluation of their indices and the resulting conclusions;
– Follow-up on the implementation of the appropriate public awareness-raising cultural, educational, social, health and informational services and programmes;
– Encouraging and supporting volunteer activity in the field of motherhood and childhood and supporting grass-root activities in this field;
– Preparation of HCMC's annual budget before its submission to funding agencies;
– Co-operation, at the local, Arab, regional and international levels, with governmental and volunteer organizations working in the field of motherhood and childhood;
– The examination and ratification and pertinent follow-up on agreements
– Participation in pertinent local, Arab and international sessions, conferences and meetings with a view to incorporate the relevant findings and recommendations into HCMC's work.
