1)-4) No further information, beyond that mentioned in the recent issue paper entitled UNHCR Repatriation #2, and possibly contained in the weekly press summary, is currently available to the IRBDC on these subjects.
5) An article published in the Madras-based newspaper The Hindu on 23 December 1989 mentions that in Batticaloa, the Sri Lankan Armed Forces are in an uneasy coexistence with the Liberation Tigers of Tamil Eelam (LTTE). According to this report, army and police are turning a blind eye to the presence of the LTTE. Similarly, a report carried in the 20 January 1990 edition of The Economist claims that the Sri Lankan army has been arriving suspiciously late to break up battles between rival Tamil forces while the Sri Lankan police are required to ask permission of the LTTE to pass through the LTTE checkpoints. Both of these reports are attached. No further information is currently available to the IRBDC.
