In correspondence dated 19 January 2000, the Canadian Red Cross in Ottawa forwarded the following information from the International Committee of the Red Cross (ICRC) in Geneva:

The [Veppankulam] Transit Camp has been and still is run by the Sri Lanka police jointly with the civilian administration of the municipality.
