Only one article on gay and lesbian issues in Uruguay more recent than those referred to in URY37044.E of 30 May 2001 could be found among the sources consulted by the Research Directorate.

On 9 October 2001, the International Gay and Lesbian Human Rights Commission (IGLHRC) reported in an action alert that the government of Uruguay was considering changes to the penal code which would include sexual orientation and sexual or gender identity in the "list of minorities protected against acts of discrimination, and against moral, physical or psychological violence." According to the action alert, the proposed changes also include "specific penalties for those found guilty of discriminatory or violent acts" (ibid.).

More recent reports on the status of the proposed changes could not be found among the sources consulted by the Research Directorate. Further, no reports of bar raids in Montevideo since 1997 could be found among the sources consulted by the Research Directorate.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
