No information on the procedures for those in Saint Vincent and the Grenadines to be issued passports could be found among the sources consulted by the Research Directorate. However, the website of the Organisation of Eastern Caribbean States (OECS) High Commission in Ottawa provides instructions for applying for passports of Saint Vincent and the Grenadines (OECS n.d.); all passport applicants must complete a passport application form (OECS n.d.). Please find these instructions listed below. A copy of Form B, mentioned in section 2, could not be found among the sources consulted by the Research Directorate.
Completed Applications must be accompanied by:
1. The latest passport issued to [the applicant]. If [the] passport is lost, a Police Report must be on file with the Consulate General.
2. All applications must be accompanied by an original birth certificate; certified copies will be accepted.

Married women must submit their original marriage certificate.

Divorced women must submit their original divorce certificate and original marriage certificate.

Children born outside of [Saint Vincent and the Grenadines] SVG must produce an original birth certificate where the parent name is stated [and] the original birth certificate of the same Vincentian born parent.
Women and children may no longer be added to the passport of parent or spouse. Children under 16 must complete Form B and have the application signed by the parent.
3. Passport fees must be paid money order only for the appropriate amount [and] made payable to the Consulate General St. Vincent [and] the Grenadines

For persons applying for a replacement of a lost passport, there is a waiting period of six (6) months to one (1) year from the date the police report is received at the Consulate General.

4. Two (2) Passport Photos sized 45mm by 35mm – high resolution colour photographs, taken by a commercial photographer.... Both photos must be signed by the same Guarantor from Passport Application [Form].
The Certifier ... must know the applicant for a minimum of two (2) years and is not necessarily required to be a citizen of St. Vincent [and] the Grenadines (OECS n.d.).
In Form A, "Application for a St. Vincent and the Grenadines Passport for Persons Sixteen Years of Age and Over," Section 4(h)(i) states that children under the age of 16 years may not be granted passports "without the written consent of the father or if the father is dead, the mother or in the case of a child born out of wedlock, the mother, except where the person is married." (OECS n.d.).
