A new emigration law for the Soviet Union was passed by Parliament on 20 May 1991, but will not come into effect until January 1993 (Independent 21 May 1991, P. 8). Please find attached a number of articles discussing this new law and the objections to the law which were raised by conservatives in the Soviet Parliament.
