According to The Vancouver Sun, Babbar Khalsa leader Talwinder Singh Parmar was born in the farming village of Panchhat, Punjab, and was killed in a shoot-out with police on 15 October 1992 (16 Oct. 1992). However, while India Abroad confirms that Parmar was killed "a few years ago in an encounter with the Punjab police" (1 Nov. 1996), Cynthia Keppley Mahmood states that Parmar, a Canadian from Vancouver, headed up the Babbar Khalsa International (1996, 157).
Information since September 1995 on police and Sikh militant activity in Rampur, Uttar Pradesh and Panshta (Panchattar or Panchata), Punjab, could not be found among the sources consulted by the DIRB.
