In September 1995, Jaswant Singh Khalra, general secretary of the Shiromani Akali Dal's human rights wing, was abducted in Amritsar, allegedly by police (India Today 15 Dec. 1995, 53; India Abroad 24 Nov. 1995, 30; AI 7 Sept. 1995; Country Reports 1995 1996, 1312). Sources differ on when Khalra disappeared, some report 6 September 1995 (India Today 15 Dec. 1995, 53; AI 7 Sept. 1995; ibid. Oct. 1995; HRW 1995, 154; WSO 16 Oct. 1995, 1), while India Abroad reports that he had been missing since 16 September 1995 (24 Nov. 1995, 30). On 12 September 1995, Khalra's wife filed a habeas corpus petition in the Supreme Court in New Delhi (AI 21 Sept. 1995; India Today 15 Dec. 1995, 53) but police denied detaining him (AI 16 Nov. 1995; ibid. Oct. 1995; Country Reports 1995 1996, 1312). On 15 November 1995, the Supreme Court directed the Central Bureau of Investigation (CBI) to investigate Khalra's whereabouts and report its findings within three months (AI 16 Nov. 1995; Country Reports 1995 1996, 1312). The CBI was also ordered to investigate Khalra's allegations concerning the involvement of Punjab police in the cremation of unidentified Sikh bodies (India Today 15 Dec. 1995, 53; India Abroad 24 Nov. 1995, 30). The Superintendent of Police of Tarn Taran, allegedly involved in the Khalra kidnapping, was transferred upon orders from the Supreme Court (AI 16 Nov. 1995; India Abroad 24 Nov. 1995, 30), although according to India Abroad, the transfer was only temporary, until the CBI had completed its investigations (ibid.).
