According to one representative of the Embassy of the Federal Republic of Germany in Ottawa, refugee status is granted on a case-by-case basis (21 July 1993). According to the same representative, the rate of acceptance of Afghan asylum seekers as Convention refugees in Germany is high due to the unsafe conditions still prevailing in Afghanistan (Ibid.). The representative also indicated that visa requirements are very strict with regard to Afghan nationals wishing to enter Germany (Ibid.).
