An Amnesty International representative who specializes on Chad stated during a 9 September 1998 telephone interview that Bichara Idriss Haggar is currently in Benin where he obtained political refugee status. This was confirmed by a professor at the Leiden African Studies Centre in The Netherlands and a representative of Tchad-Solidarités-France in Bully-les-Mines, France, who added that Bichara Iddriss Haggar had been in the Republic of Bénin for several years.

The representative of Tchad-Solidarités-France also stated that Bichara Idriss Haggar was a member of the Conseil démocratique révolutionnaire (CDR) currently led by Tidjani Tchian and Asheick Ibn Dumar who are also living in Bénin. Recent information received by the representative indicates that the CDR in currently negotiating to rally the government in power in N'Djamena.

 Further Information on Bichara Idriss Haggar, and on whether he was in Cotounou, in Bénin, from 27 July to 2 August 1997 could not be found among the sources consulted by the Research Directorate.
