A research associate with Helsinki Watch, a division of Human Rights Watch, explained that Human Rights Watch does not take a position on territorial disputes in a country and therefore does not make a distinction in its report between Moldova and the self-proclaimed Dniester Republic in the eastern part of Moldova; the report addresses Moldova as one country

(3 Feb. 1993). The associate indicated that the vast majority and most serious of the human rights violations in Moldova were in connection with the conflict in the Dniester region and occurred in the eastern territories of the country, including the areas known as the Left Bank and the Right Bank of the Dniester river (Ibid.). The associate also stated, however, that some abuses of civil and political rights have been reported in other parts of Moldova including restrictions on the freedom of the press and freedom of speech. Helsinki Watch is currently preparing a detailed report on the situation in Moldova and this will be forwarded to you when received by the DIRB.
