According to a representative of the Embassy of Portugal in Ottawa, a certificate of identification is issued by Macau authorities to a person who is unable to obtain a passport (16 Sept. 1993). Hence the CI is a document that "replaces the passport". The holder of a certificate of identification has the right to reside and to work in Macau but is not allowed to vote (Ibid.).
Information on the acquisition and on the loss of Portuguese nationality is contained in the attached Regulation of the Portuguese Nationality of 12 August 1992, which is based on the Nationality Act of 3 October 1981.
