According to several sources, Oscar Ortega Tomás was the mayor of the municipality of Nuevo San Carlos located in Retalhuleu Department (Inforpress Centroamericana n.d.; Prensa Libre 18 Sept. 2005; PDH Jan. 2005, 462). The General Finances Inspection Report (Contraloría General de Cuentas) of Guatemala indicates that Oscar Ortega Tomás was the mayor of Nuevo San Carlos from 14 January 2004 to 14 January 2008 (Guatemala May 2007, 97). In an article that appeared on 11 February 2008 in Vistazo, published by a non-governmental organization (NGO) called the Informative Report Centre of Guatemala (Centro de Reportes Informativos sobre Guatemala, CERIGUA) (Newswatch.in 26 May 2006), Oscar Ortega was referred to as the former mayor of Nuevo San Carlos (CERIGUA 11 Feb. 2008, 2). Two sources published in 2009 indicate that José Aristeo López Chávez is the elected mayor of Nuevo San Carlos (deGUATE.com 20 May 2009; CERIGUA 12 Aug. 2009).

Reports on whether Oscar Ortega Tomás has faced problems with the authorities could not be found among the sources consulted by the Research Directorate.
