For information on whether homosexuals are prohibited from military service, please see the section on Hungary of a March 2001 report by the International Gay and Lesbian Association (ILGA) – Europe attached to HUN38283.E of 17 January 2002.

Referring to Attachment 037a to Measures 7/1996 (VII. 30.) HM-NM and 12/1997 (V. 16.) HM issued by both the Defense and Health Ministries, two representatives from the Hatter Support Society for Gays and Lesbians indicated that the regulations of the Hungarian armed forces describe homosexuality as a "disturbance of the personality" and as an indication of a "dysfunction of the sexual life" (Karpati and Sandor 3 Apr. 2002).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
