Conditions for a claim to South African citizenship by a person born outside of South African by a South African father and a non-South African mother are spelled out in the attached letter from the High Commission for South Africa (12 Aug. 1998).

According to article 10 (b) of the Constitution of Uganda, "every person born in or outside Uganda one of whose parents or grandparents was at the time of birth of that person a citizen of Uganda by birth," is a citizen of Uganda (Flanz Mar. 1996, 14). However, Uganda does not recognize dual citizenship and the Constitution stipulates that "a Ugandan citizen shall not hold the citizenship of another country concurrently with his or her Ugandan citizenship." Furthermore,  "a citizen of Uganda shall cease forthwith to be a citizen of Uganda if, on attaining the age of eighteen years he or she, by voluntary act other than marriage, acquires or retains the citizenship of a country other than Uganda" (ibid.).
