Please find attached a copy of pages 2-3 of the Philippines Human Rights Update of 15 April-14 May 1989, which names Hesiquio Mallillin as the "acting chairman" for the Philippine government's Commission on Human Rights (CHR). Without giving a precise date for Mallillin's appointment, the report dated April-May 1989 refers to it as the result of a "controversy over the CHR top post which arose a few months back".
