The difficulty in crossing the frontier between Sam Chung and Hong Kong is not currently available to the IRBDC. However, attached is a previous response to a request for information about movement across the PRC-Hong Kong frontier. The attachments to this previous response provide some details about illegal migrations. By way of an update to the information provided in this response, note that in the recently published Country Reports on Human Rights Practices for 1989, the U.S. Department of State quotes the Hong Kong Government in its claim that in the first 9 months of 1989, it returned to the PRC 11, 392 "illegal immigrants." This may provide some indication of the degree of difficulty in crossing the frontier.

No further information on this topic is currently available to the IRBDC.
