According to the Public Relations Officer at the Ethiopian Embassy in Ottawa, the Ethiopian government recognizes the travel document issued by the Canadian government to permanent residents of Canada, and its Embassy in Ottawa would issue a visitor's visa to the holder of such a travel document (4 Feb. 2003). However, individuals are not allowed to travel from Djibouti into Ethiopia without a visa or passport; the Public Relations Officer said that a visa is required (Ethiopia 4 Feb. 2003).
