The attached articles from Africa Confidential and New African occasionally mention reports of human rights abuses committed by NRA soldiers, as well as descriptions of operational activities of the NRA during the period 1987-1991.

The attached article from Agence France Presse reports that the Ugandan government recognized that some NRA soldiers had committed "atrocities" during anti-rebel operations (22 May 1992.)

For information on NRA involvement in Rwanda, please consult Response to Information Request UGA22236.E of 11 January 1996, which is available at Regional Documentation Centres.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
