According to the U.S. Committee for Refugees:

Palestinians living in Egypt must renew their residence permits every 10 months. [U.S. Committee for Refugees, World Refugee Survey-1988 Report, (Washington, D.C.: 1988), pp. 37.] Egypt does not grant permanent residency to Palestinians. Additionally, Palestinians are not permitted to own land unless in partnership with Egyptian owners, and many are unemployed. They can only enrol their children in private schools but not in state-run institutions, and "post-graduate educational opportunities for Palestinians are severely limited". [Ibid.]

It is not clear whether Egypt grants refugee status recognized by the U.N. to Palestinians, although the same source claims that Egypt hosts over "...1,000 UNHCR-assisted refugees, most of whom are students from Ethiopia" and that "[A]round 3,000 non-Palestinian refugees of Arab origin reside in Egypt, but are not registered with UNHCR." [Ibid., pp. 37-38.]
