Five thousand people in two districts of Luhansk have had no electricity or water since July 3 as a result of the fighting, the city council's press office reports.

"An electricity substation was damaged by clashes in Kamennobrod and Zhovten district, and as a result more than 5,000 [electricity] customers were cut off," the report says. "Efforts are being made to deal with the emergency."

The power outage meant that pumping station no. 4 [which raises water to a higher-level canal] came to a halt. Once the power comes back on, the water supply will be restored.
