Milo Djukanovic's Democratic Party of Socialists won 36 seats in the 81-member parliament.
Official results from Montenegro's parliamentary elections have confirmed that the pro-Western party of Prime Minister Milo Djukanovic won the most votes, but must seek an alliance to form a majority coalition that supports the next government.
The State Election Commission said on October 19 that Djukanovic's Democratic Party of Socialists won 36 seats in the 81-member parliament.
The long-ruling party was followed by the opposition Democratic Front with 18 seats, and the KLUC (Key) coalition with nine seats.
The remaining seats are to be taken up by several smaller parties and groups.
Four opposition parties complained that the October 16 ballot was marred by irregularities, including the blocking of popular messaging services WhatsApp and Viber.
The election was also marked by the arrest late on October 15 of 20 Serbs accused of planning election-day attacks.
Djukanovic seeks integration with the European Union and NATO integration, while most opposition groups are pro-Russian.
