A report by the Danish Immigration Service on its 29 January-12 February 2000 and 3-7 March 2000 fact-finding missions to Cairo provided the following information on the Sudan People's Liberation Movement/Army (SPLM/A) in Egypt (Sept. 2000, section A2).
The SPLM/A's office in Cairo functions as a regional office of the Middle East Chapter, whose head office is in Nairobi. The SPLM/A carries out "active information work among the city's Sudanese community" by organizing meetings and other events to promote knowledge of the movement, while at the same time recruiting new members.
According to information provided by Rashid Babiker, spokesman for the SPLM/A Cairo office, any Sudanese national may join the SPLM/A, whose aim is to overthrow the National Islamic Front (NIF) regime in Khartoum. Members, who number between 1000 and 1500, are offered courses in politics, security, administration and information work.
The SPLM/A in Cairo issues letters and certificates to its members in an effort to assist them in the event of difficulties when dealing with Egyptian authorities; however, it also urges members to register as refugees with the UNHCR, as this facilitates recognition of their status by the authorities. The SPLM/A also acts as an intermediary to secure the release of its members from custody.
Information provided in a sample of the letter given to members of the SPLM in Egypt indicates that the chairperson of the Egypt Chapter of the SPLM is David Lokosang (ibid., annex 4).
