Please find attached a copy of Information Request BGR7031 regarding exit from Bulgaria after having signed a contract not to leave the country for a specified period after completion of military service.
The Foreign Travel Passports Law was amended in January 1991 removing the exit visa requirement and two of the grounds for denying an individual a passport, protection of public order and the protection of public morals (Radio Free Europe 1991, 55). However, according to an article from the Bulgarian Telegraph Agency, passports may still be denied in the interest of the protection of national security, public health, and the rights and freedoms of others (FBIS-EEU-91-007 10 January 1991, 12).
