In correspondence with the Research Directorate, a consular official at the embassy of Argentina in Ottawa provided information obtained from the Consular Affairs Section (Dirección General de Asuntos Consulares) of the Ministry of Foreign Affairs, International Trade and Religion (Ministerio de Relaciones Exteriores, Comercio Internacional y Culto) indicating that a person born in Argentina remains an Argentine national notwithstanding any status acquired in another country (Argentina 20 Dec. 2007). In a telephone interview with the Research Directorate, an official at the National Immigration Office (Dirección Nacional de Migraciones) of the Ministry of Interior (Ministerio del Interior) corroborated this information and also stated that in order to leave the country, a child must have proper Argentine documentation such as a National Identification Document (Documento Nacional de Identificación, DNI) and a passport (Argentina 18 Jan. 2008). According to the information on the website of the Consulate General of Argentina in Montreal, any Argentine-born person, even one who has acquired another citizenship, is considered a citizen of Argentina and will be able to enter Argentina with the passport of the acquired citizenship (Argentina n.d.c).
The Official at the National Immigration Office and the Consular Official at the Ministry of Foreign Affairs indicated that a DNI and passport can be obtained by presenting a birth certificate (Argentina 20 Dec. 2007; Argentina 18 Jan. 2008). The Consular Official at the Ministry of Foreign Affairs stated that a person can contact the vital statistics registry office (Registro Civil) corresponding to the place of birth to obtain a birth certificate (Argentina 20 Dec. 2007).
According to the website of the Argentine Vital Statistics Registry for the city of Buenos Aires, if the birth certificate's exact record information is not known, the birth certificate can be obtained through a search of the records with an approximate date of birth and the first and last names (Argentina n.d.b.). The same website indicates that a duplicate or new copy of a DNI can also be requested at the vital statistics registry office nearest to the applicant's place of residence (Argentina n.d.a). A birth certificate is required in order to obtain a DNI (ibid.).
