1. In 1986, President Yoweri Museveni and the National Resistance Movement (NRM) took power. The armed wing of the NRM is the National Resistance Army (NRA). The attached information describes some of the acts committed by the NRA in the conduct of counter-insurgency campaigns. There are many allegations of the destruction of foodcrops and the intentional displacement of civilian populations during Army operations. [ Alan Rake, "Museveni Must Act", New African, November 1989, p. 27.] In addition, Amnesty International has gathered information on torture and illegal detentions carried out by the NRA, and a copy of its most recent in-depth report on Uganda is attached. A former Major of the National Resistance Army High Command, and member of the National Resistance Council discusses the reasons for his defection from the NRA in an article entitled "Kolo's Conversion". Specifically, he cites "Incidents of rape, looting, slashing of food crops, razing of homes and food stores, theft of livestock [that] has been going on unabated at the hands of the troops of the NRA".
