On 8 May 2001 an official at the Embassy of the Federal Democratic Republic of Ethiopia in Ottawa stated the following:

An Ethiopian must present a valid passport or at least a laisser-passer.

If he does not have a valid passport, he must have a laisser-passer at the port of entry.

If the person does not have any documentation at all, he must ask the Ethiopian Embassy or Consulate Office where he resides. The Embassy or the Consulate will examine his background history, education, work exposure, languages and colour, and other matters relevant to the study; and finally decides.
